El presente proyecto pretende diseñar e implementar modelos de apoyo para la toma de decisiones que sirvan como herramienta para la localización de instalaciones y rescate de víctimas en atención post-desastre. Según las estadísticas de los últimos años, los desastres naturales, han ido incrementado su frecuencia de ocurrencia y su impacto, siendo su principal característica la imposibilidad de predecir con certeza cuándo van a ocurrir. Al tratarse de un problema NP-Hard, esta clase de problemas requiere de la implementación de métodos heurísticos y metaheurísticos y más específicamente de técnicas de optimización que permitan abordar la incertidumbre como lo son las simheurísticas y la optimización robusta. Este proyecto pretende generar a través del diseño de los métodos, un análisis comparativo de diferentes escenarios en situaciones de incertidumbre, que le permitan tomar mejores decisiones a las entidades gubernamentales o no gubernamentales, encargadas de prevenir, mitigar y gestionar el riesgo ante situaciones de desastre.

This project aims to design and implement decision support models related to facility location and rescue of victims in post-disaster logistics. According to recent statistics, natural disasters have increased in both frequency of occurrence and impact. The main characteristic of natural disasters is their unpredictability. Due to its complexity, this kind of problems requires the implementation of approximate methods (heuristics and metaheuristics) considering uncertainty such as simheuristics and robust optimization. This project will include a comparative analysis of different scenarios under uncertainty, in order to allow better decision-making processes to public and private organizations in charge of prevention, mitigation and risk management in natural disasters.
