El cambio climático, la contaminación atmosférica urbana y la seguridad energética corresponden a tres de las principales problemáticas de este siglo. Uno de los principales sectores que contribuye en gran medida a estos problemas es el sector de transporte. La difusión y adopción de vehículos de combustibles alternativos, en especial los vehículos de tecnologías híbridas y eléctricas, es vista por parte de los gobiernos como una posible solución a estas problemáticas.Sin embargo, la transición hacia este tipo de tecnologías no es sencilla dado que existen diversas barreras que deben ser sorteadas para lograr una masificación de estos vehículos. La formulación de políticas es una de las principales herramientas con las que cuentan los gobiernos para sortear estas barreras.El sector transporte es un sector multidimensional, en el cual participan una gran cantidad de actores, y los problemas del mismo son inherentes a la estructura del sistema. Así mismo, los efectos que este tiene sobre el medio ambiente, la población, la salud pública e indicadores macroeconómicos deben ser analizados bajo una perspectiva de sostenibilidad, por medio de la cual se representen las sinergias existentes entre el medio ambiente, la población y la economía.De esta manera, el proyecto de investigación doctoral busca elaborar una metodología para la integración de la sostenibilidad en la evaluación de políticas fiscales asociados con el proceso de difusión de vehículos particulares híbridos y eléctricos en Colombia bajo una visión sistemática, y holística.

Climate change, urban air pollution and energy security correspond to three of the main problems of this century. One of the main sectors that contributes to a large extent to these problems is the transport sector. The diffusion and adoption of alternative fuel vehicles, especially hybrid and electric vehicles, is seen by governments as a possible solution to these problems.However, the transition to this type of technology is not easy given that there are several barriers that must be overcome to achieve a massification of these vehicles. The formulation of policies is one of the main tools available to governments to overcome these barriers.The transport sector is a multidimensional sector, in which a large number of actors participate, and its problems are inherent to the structure of the system. Likewise, the effects that this has on the environment, population, public health and macroeconomic indicators must be analysed from a perspective of sustainability, by means of which the synergies existing between the environment, the population and the economy are represented.In this way, the doctoral research project seeks to develop a methodology for the integration of sustainability in the evaluation of fiscal policies associated with the process of dissemination of hybrid and electric private vehicles in Colombia under a systematic and holistic vision.
